IVA help could be on the rise, following claims that the coming year will be another tough one for private sector employment.
The Chartered Institute for Personnel and Development (CIPD) has said that more incentives will be needed on the government's behalf to encourage companies to hire in the current economy.
This is particularly the case in terms of increasing prospects for youth employment, claims CIPD public policy adviser Gerwyn Davies.
"Much depends on the success of the government initiatives, but certainly, in terms of demand from employers, there is still some slack in the economy," he said.
"It's going to be some time yet, probably not 2010, when we start to see employers hiring again. So there is a lot of pressure on the government to offset the dramatic rise in youth unemployment."
According to the CIPD/KPMG Outlook, only 24 per cent of employers said they planned on hiring 16-18 year olds in the third quarter of 2009. This compares with around two-thirds of employers who intended to hire 19 to 24 year olds.
